Where I'd put the money

Ranked on the gates, not on charm. Every one of these has one specific unknown named, and every unknown closes with a phone call or a records request you can make yourself.

1 · Lot 3 Silvest Road, Orondo — $599,000
The only candidate where the dock path is proven on the governing document, not merely hoped for.
Chelan PUD's Rocky Reach manual asks "Is it still possible to apply for a dock permit?" and answers "Yes." FERC Article 410(b)(2) lets the PUD approve a dock of ten watercraft or fewer without FERC review at all, and the mapped shoreline class here is Integrated Use — the widest range of private and commercial uses. Add: the county assesses it at $686,000 and it asks $599,000; it is the highest-valued of the five lots, which independently confirms your read; 48 minutes on one highway with no pass; a protected cove where the pool moved 0.29 ft in 24 hours; and unincorporated Douglas County has no short-term-rental ordinance at all — no caps, no queue, and a CUP that runs with the land. The one thing to close: all five lots come from a September 2025 tax segregation with a blank plat name. They may not be legal lots of record. Call Douglas County Planning before you book a showing.
2 · 200 Stayman Flats Rd, Chelan — $549,000
The only VERIFIED property on the board, and the only one where a dock and a sandy beach are both already there.
Three independent sources plus a county assessor check. "Low-bank access, a sandy beach, and… a private dock." An hour away, on the Columbia, and it does not carry the "deeded access" flag that killed 24 Elite Drive. To close: is the existing dock authorised or merely existing? Title report plus the county shoreline file. It is bare land, so the hideout gets built.
3 · Rilette Springs — $799,900
Zero gate failures — the only property in the set with none.
Dock, launch, beach, cabin, well, septic, power and the RV all exist today. And Rufus Woods turns out to be the rare water where fishing and swimming can share a beach, because no salmon run means no salmon armada. To close: the Corps outgrant does not automatically transfer — make it a condition of closing and value the dock at zero until it is in hand. Town scores 1 of 5, and that is the real cost.
4 · Whiskey Ridge — $2,325,000 · your favorite
Not because it is weak — because it is priced 15–30% above what two independent methods defend, with no exit.
The entire active market on that water is seven town lots worth $1.8M combined; this one parcel asks 1.28× all of it. The play the research recommends: buy Rilette Springs, and take an option or right of first refusal on the 472. Same seller, one negotiation, 474 days on market, seller carry already volunteered. Do not open at ask.
5 · Lot 1 Silvest — $549,000  ·  6 · 1307 Jefferson Ave — $875,000  ·  7 · 2570 Emerson Acres — $449,000
The honest middle.
Lot 1 asks 84% of assessed — the deepest discount of the five — same proven dock path, but the end lot rather than the cove's middle. 1307 Jefferson has the best lodging law in the region and a dock gate that now needs the community-dock route. Emerson Acres is the cheapest dock on Lake Chelan with $25K of engineering already paid — and no water right yet.
What I would actually do this week. One call to Douglas County Planning about the Silvest lots' legal status. Two minutes in Douglas County TaxSifter pulling the recorded prices on the Bridgeport 204-acre and the Rufus Woods River Ranch. And one call to Chelan PUD asking the question nobody has asked: does a dock serving a rental business still count as "single-family" and "non-commercial," or does it become a marina? That third question decides Orondo, and it is the highest-leverage sentence in this entire search.

Your ruling changed this. Under the old salmon-gate the search was forced onto the Columbia mainstem — exactly where the fishing-versus-swimming conflict is worst. Making fishing the gate and salmon the bonus opened the three best year-round fisheries, and two of them are calmer water.

Dispositioned, and why

You called it — and it is worse than no water. The listing says "high bank waterfront… overlooking the Columbia River/Wanapum Lake" and "short drive to boat launch in the south." High bank fails the swim gate outright and there is no on-site launch. It is view property. Also: last updated 27 July 2024 — over two years stale. You were right it might suit guns or horses, but at 13–18 acres it is too small for either to be the reason to buy it.

Your call: too far. It cleared the 600-acre exception by a mile, but Oroville sits on the Canadian border and the drive breaks the three-hour ceiling. Out.

Your other dead link — and it stays dead. It appears on the Gateway IDX but not on the Bridgeport brokerage's own waterfront list, and no detail page could be reached to confirm it touches water. Dropped rather than shown as something it may not be.
Horse Mountain Ranch, Tonasket

Under the ceiling, but Okanogan Highlands ranch ground with no boatable water — it fails the founding requirement, and Lost Creek is the better version of the same idea if its water question comes back positive.

Okanogan River rather than the Columbia, boatability unverified, and it sits in the county where nightly-rental licences do not transfer on sale and the Methow corridor is capped at 45 permits.
Rufus Woods River Ranch — SOLD

Not a candidate — the comp, and it is the most useful number found today. 2,135 acres with ~8,000 ft of Columbia frontage on the same water and the same GMU 248 as Whiskey Ridge, sold at $2,323,000 — $1,088/acre against Whiskey Ridge's $4,926, at a $2,000 difference in total price. It was surveyed into 20-acre parcels, so individual river parcels from that subdivision may exist.

Elite Drive is three miles outside Brewster city limits, so no dock is permittable. The two Lake Roosevelt properties die on 82 ft of drawdown and no NPS dock permits since ~1983 — note the no-salmon reason is retired; Roosevelt's fishery is genuinely good.

The strongest shape of answer the earlier search found, gone four months. Two aggregators still showed it live at $779K and $949K — two different wrong prices on one sold property. This is why every row here carries a verification label.
Operational findings

Three things that change the plan

None of these are about a parcel. All three change what the concept costs or how it has to be built.

The Brewster Bus is probably a regulated carrier
Bundling the ride into the room rate changes the optics, not necessarily the law.
A repeating run between two fixed properties over public highway, with compensation, is close to the definition of an auto transportation company under RCW 81.68 — and whether it runs "between fixed termini" is a question of fact the WUTC decides, final and not subject to review. The research found no clean bundled-fare exemption; the statutes turn on whether any compensation is received in connection with transportation, not on whether the fare is itemized.

But the vehicle choice is now clear. A standard 15-passenger van seats 15 including the driver — below the "16 or more" threshold — so with a GVWR under 26,001 lb it needs no CDL and no passenger endorsement. The 1970s bus with 15 bunks almost certainly crosses it, and removing seats does not help: the test is what the vehicle was designed to carry. The Sprinter works. The bus is the expensive romance.
⚠ The Wells pool just closed — the actual PUD policy is found
There is no dock category on the Wells pool for a commercial lodging business. Not at these parcels — at any parcel.
The Douglas PUD Land Use Policy (1993, rev. 2007, upd. 2010) Supplement No. 1, quoted verbatim: docks are allowed inside Brewster, Bridgeport and Pateros "as those boundaries exist on or before October 15, 2007" — so a later annexation does not qualify. A single-party dock is "noncommercial piers… intended to serve a single-family dwelling," max 10 watercraft. "Permits are non-transferable and expire upon the sale or transfer of title." And the sample permit says "This permit does not authorize Permittee to exclude the public… The general public shall have access to the Land at all times." The PUD keeps fee ownership, can order removal at your expense, and every permit needs Board of Commissioners approval. Marina Park in Bridgeport is an explicit dock-exclusion zone.

This is the same transferability failure as the Corps outgrant on Rufus Woods — but in writing, plus a public-access condition Rufus Woods does not have. The Wells pool was never the permissive alternative.

There is one door, and it changes what Bridgeport is. Supplement No. 1 §1.D allows a community dock requested by "a land developer platting or subdividing property or a home owner's association" — permit issued in the HOA's name, dedicated shoreline common area in the plat, $4M insurance. Not limited to a single-family dwelling, not called noncommercial, not extinguished by an individual sale. That makes Bridgeport a development project, not a purchase — and it is exactly what the 31-acre listing was marketed for.
Stop calling it a short-term rental
A bunkhouse is a small lodging business, and the zones that expect one are far easier than the zones that tolerate an STR.
This single reframe is what moves Bridgeport Tourist Commercial to 1 of 5 while the City of Chelan sits at 5 of 5. STR ordinances were written to cap and domesticate house-based rentals; a purpose-built lodge in a tourist-commercial zone is not that animal. Grant County goes further and classifies transient lodging as a Hospitality Commercial Establishment — built for exactly this.

And a trap: Okanogan County nightly-rental licences do not transfer on sale. The Methow corridor is capped at 45. Ask about transferability before an offer, in every jurisdiction — it is unresolved in Chelan, Douglas and Grant.
"Comes with the dock" is not a fact until two documents say so
On a Corps reservoir a private dock needs a real-estate outgrant and a Section 10 permit — and the outgrant is the one that does not travel.
Outgrants are personal to the named grantee, revocable, and frequently terminate when the property conveys; a successor has to be issued a new one, at the Corps' discretion. A Section 10 permit generally does transfer on notice — but on its own it authorizes the structure, not the occupation of federal land, so it leaves an encroachment. Neither instrument is publicly searchable: Real Estate releases outgrants on request or by FOIA, and Regulatory permits must be queried by staff. If neither office can find one and the seller cannot produce it, the dock is unpermitted — and the research's own line is that a buyer "cannot prudently rely on a realtor's assertion that a dock comes with the property."
Bundling does not exempt the annex
Offering it free to a 14-day guest does not make it a private guest house.
The working conclusion across the research: any waterfront annex serving paying guests — whether booked standalone or included in a retreat package — will be treated as transient lodging requiring a permit. Plan for the permit, not around it.

Prices the maintenance question you asked. On a run-of-river pool the problem is ice movement, not water level.
